add notice for nearing Proxmox VE 6.4 End-of-Life

As PVE 6.4 goes out of support in July, add a notice at the top with
a link to the faq, where the EOL dates are and also the upgrade
process is described and linked in short.

This year the base notice got added in proxmox-widget toolkit for
better reuse with our other two products.
