staging: rtl8723bs: Allocate full pwep structure

staging: rtl8723bs: Allocate full pwep structure

The pwep allocation was always being allocated smaller than the true
structure size. Avoid this by always allocating the full structure.
Found with GCC 12 and -Warray-bounds:
