BaseTools: Replace StringIO.StringIO with io.BytesIO

BaseTools: Replace StringIO.StringIO with io.BytesIO

Replace StringIO.StringIO with io.BytesIO to be compatible with python3.
This commit also removes "import StringIO" from those python scripts
that don't really use it.
