FmpDevicePkg/FmpDxe: Use new FmpDeviceLib APIs

Update FmpDxe to support multiple controllers and use
new FmpDeviceLib APIs to support Stop/Unload and to
set the context for the worker functions in the
FmpDeviceLib.
