OvmfPkg/IoMmuDxe: list "AmdSevIoMmu.h" in the INF file

The header file declares the AmdSevInstallIoMmuProtocol() function, which
is implemented in "AmdSevIoMmu.c" and called from "IoMmuDxe.c".
