OvmfPkg/Virtio10Dxe: add the RingBaseShift offset

virtio drivers use VIRTIO_DEVICE_PROTOCOL.MapSharedBuffer() to map the
ring buffer host address to a device address. If an IOMMU is present then
RingBaseShift contains the offset from the host address.
