UefiPayloadPkg: add OrderedCollectionLib class resolution

UefiPayloadPkg: add OrderedCollectionLib class resolution

A subsequent patch in the series will make the

  ShellPkg/Library/UefiShellCommandLib/UefiShellCommandLib.inf

instance dependent on the OrderedCollectionLib class. Because the shell
binary in this platform consumes the above UefiShellCommandLib instance,
resolve OrderedCollectionLib.
