OvmfPkg/BlockMmioToBlockIoDxe: list "BlockIo.h" in the INF file

Among other things, the header file declares the
"gBlockMmioToBlockIoComponentName" and "gBlockMmioToBlockIoComponentName2"
protocol instance structures. They are defined and initialized in
"ComponentName.c" and installed in "BlockIo.c".
