allow to setup and remove qdevice for cluster

makes it possible to setup and remove qdevice through pvecm

requirements:
    * all hosts need corosync-qdevice installed
    * host serving as qdevice needs corosync-qnetd installed
    * root ssh access from pve host to qdevice host
