23 is a service that controls user logins. After basic
24 system initialization is complete it removes
25 <code class="filename">/run/nologin</code>, thus permitting
26 logins. Before system shutdown it creates
27 <code class="filename">/run/nologin</code>, thus prohibiting
28 further logins. At the same time it also kills all
29 user processes, so that system shutdown may proceed
