	  taking oversized LSAs into account.

	  rather than statically allocating mtu sized packet buffer, which
	  actually was wrong - it didnt take ip header into account, which
	  should not be included in packet buffer.
	  (ospf_ls_upd_send_queue_event) minor tweaks and remove
