  23                 service that manages networks. It detects and configures
  24                 network devices as they appear, as well as creating virtual
  25                 network devices.</p><p>To configure low-level link settings independently of
  26                 networks, see
  27                 <a href="systemd.link.html"><span class="citerefentry"><span class="refentrytitle">systemd.link</span>(5)</span></a>.</p><p>Network configurations applied before networkd is started
  28                 are not removed, and static configuration applied by networkd
  29                 is not removed when networkd exits. Dynamic configuration applied by
  30                 networkd may also optionally be left in place on shutdown. This ensures
  31                 restarting networkd does not cut the network connection, and, in particular,
  32                 that it is safe to transition between the initrd and the real root,
