* configure.ac: Run linker tests without -Werror.
Define TARGET_LDFLAGS_STATIC_LIBGCC and TARGET_LIBGCC.
Change all occurences of -static-libgcc resp -lgcc to
TARGET_LDFLAGS_STATIC_LIBGCC resp TARGET_LIBGCC.
