IB/rdmavt: Export reset_qp in rdmavt

IB/rdmavt: Export reset_qp in rdmavt

Until all queue pair functionality is moved to rdmavt we need to provide
access to the reset function. This is only temporary and will be reverted
back to a static, non exported function in the end.
