PM / OPP: improve introductory documentation

PM / OPP: improve introductory documentation

Make Operating Performance Points (OPP) library introductory chapter
a little more reader-friendly. Split the chapter into two sections,
highlight the definition with an example and minor rewording to be
verbose.
