mm: catch memory commitment underflow

mm: catch memory commitment underflow

Print a warning (if CONFIG_DEBUG_VM=y) when memory commitment becomes
too negative.

This shouldn't happen any more - the previous two patches fixed the
committed_as underflow issues.
