UBUNTU: [Config] enable ARCH_TEGRA and all Tegra SOC's

BugLink: https://bugs.launchpad.net/bugs/1918471
Enable ARCH_TEGRA for arm64 (was already enabled for armhf), and all
Tegra SOC support modules.

Also switch SERIAL_TEGRA_TCU to =y to support SERIAL_TEGRA_TCU_CONSOLE.
