Revert "arm64: Get rid of __smccc_workaround_1_hvc_*"

This reverts commit 78dc3acb34fab32fb01c270e64f006b2353504c9. This was
identified to cause boot issues on test machines. While we investigate
into the underlying issue this will be reverted.
