Release package kstring

kstring: disable 'document-features', mark tests

the document-features dependency is just used for generating a list of
features for docs, it can be disabled until it's packaged without much
loss.

the 'std' feature is required to compile the crate, so only mark the
'default' and 'std' autopkgtests as non-flaky for now.
