UBUNTU: [Config] Update of configs after L1TF

Adding CONFIG_ARCH_HAS_FILTER_PGPROT=y and CONFIG_HOTPLUG_SMT=y
to common config. Both are options which get automatically selected
based on X86 config. So adding them is purely for consistency and
will make no difference on resulting kernels.
