The PcdEmulatorEnable should be TRUE to keep semantic affinity

Change the PcdEmulatorEnable to TRUE

use PcdEmulatorEnable to avoid install two instances of EFI_PEI_PROGRESS_CODE_PPI. it is the requirement of PI spec
