.azurepipelines: Remove FINISHED and FAILED states

.azurepipelines: Remove FINISHED and FAILED states

Remove 10 second delay workarounds for issues observed
when Mergify was originally enabled.  These issues are
no longer present when GitHub branch protections are
used for status checks.
