OvmfPkg/CpuS3DataDxe: superficial cleanups

Sort the [Packages], [LibraryClasses], and [Pcd] sections in the INF file.
Pad the usage notes (CONSUMES, PRODUCES) in the [Pcd] section.

Sort the Library #includes in the C file.

This patch is functionally a no-op.
