BaseTools:Remove unused BaseTools\Source\Python\UPT\Dll

BZ:https://bugzilla.tianocore.org/show_bug.cgi?id=1735

BaseTools runs from python source. It doesn't depend on
dll any more. So, DLL can be removed.

This patch is going to fix that issue.
