Merge 2-clause BSD licensed FatPkg

Merge 2-clause BSD licensed FatPkg

This merges the FatPkg into the EDK II tree with the 2-clause BSD open
source license. A script was used to convert the FatPkg commits while
retaining the history of the FatPkg development.

The following FatPkg commits were dropped because they were empty
after the relicense script was run:

* b36c76fc3dab6c4a8782406b53a2b5d1134ddfd0
* 0c9dc3d809b4506f4ffe0d9f23c91deeeb5a4a21
