MdePkg: Added file of DebugSupport.h to MdePkg.ci.yaml

MdePkg: Added file of DebugSupport.h to MdePkg.ci.yaml

DebugSupport.h is all defined by UEFI Spec, most of the code
doesn't fit EDKII coding style, add it to IgnoreFiles field to
make CI ECC check pass.
