IntelFrameworkModulePkg: Remove PalLib in dsc

Remove PalLib in dsc which was missed at 64bbf1d.
The PalLib is IPFspecific and will be removed from MdePkg.
So this patch removes PalLib in IntelFrameworkModulePkg.dsc
which was missed at 64bbf1dee2eca68d3410be9d05b2553da337051c.
