StdLib: Fix IA32 and X64 build issues.

Building with the Intel Compiler V11 produces the following error:
StdLib\LibC\Containers\Queues\Fifo.c(223): error #186: pointless comparison of unsigned integer with zero
    assert(Count >= 0);

Deleted the assert.
