MdeModulePkg/Include: Add PiSmmMemoryAttributesTable.h

This table describes the SMM memory attributes.

The new GUID gEdkiiPiSmmMemoryAttributesTableGuid and its associated
structure are based on the EFI_MEMORY_ATTRIBUTES_TABLE and GUID from the
UEFI Specification.
