MdeModulePkg UhciPei: Remove redundant functions

The functions that are never called have been removed.
They are IoMmuFreeBuffer,DelinkMemoryBlock,IsMemoryBlockEmptied
,IsTDLinkPtrQHOrTD,GetCurrentFrameNumber,GetQHHorizontalLinkPtr
and GetQHHorizontalValidorInvalid.
