Mellanox: Add new mlxsw_spectrum firmware xx.2007.1168

Add latest verified version of Mellanox Spectrum-family switch firmware,
for Spectrum-1 (13.2007.1168), Spectrum-2 (29.2007.1168) and newly also for
Spectrum-3 (30.2007.1168).
