OvmfPkg/AcpiPlatformDxe: list "QemuLoader.h" in the INF files

"QemuLoader.h" defines the command structures of QEMU's ACPI
linker/loader. The client code is in "QemuFwCfgAcpi.c", which is part of
both builds of this driver.
