QuarkPlatformPkg: Remove DxeSmmPerformanceLib

DxeSmmPerformanceLib previously is used by DP tool.
But in new pweformance infrastructure, we have updated
Dp tool to get the performance data from firmware
performance data table in ACPI.
So remove the usage of DxeSmmPerformanceLib here.
