Maintainers.txt: move StandaloneMmPkg to the right spot

Place StandaloneMmPkg between SourceLevelDebugPkg and UefiCpuPkg, where it
belongs in lexicographical order. (Right now it succeeds
UnitTestFrameworkPkg, which is a disorder.)
