ArmPlatformPkg: Remove package dependency in NorFlashStandaloneMm

The DependencyCheck available in .pytool detects an unnecessary
dependency of the NorFlashStandaloneMm.inf module over the
EmbeddedPkg package.
This patch removes this dependency.
