Move Varialbe common definitions (GET_PAD_SIZE and HEADER_ALIGN macro) into MdeModulePackage Include VariableFormat.h

And Use PCD to replace macros in source code to reduce confusion.(FixedPcdGet32(PcdMaxVariableSize) replaces MAX_VARIABLE_SIZE, and FixedPcdGet32(PcdMaxHardwareErrorVariableSize) replaces MAX_HARDWARE_ERROR_VARIABLE_SIZE.

Remove 'DEBUG_MYTOOLS_IA32' from GUIDed tool specification to allow other toolchains to match. The latest GenFds.exe supports matching the tool automatically.

Add bootsector module, this module is not a EFI driver or PEIM, but the raw image for boot disk. It is should be built in tiny mode with 16 assembler compiler and linker. And currently only MSFT is supported.

Temporarily remove the assertions and we may find some error handling way to address potential dereference to NULL pointer.

Retiring the ANT/JAVA build and removing the older EDK II files that were required ANT/JAVA.
Last Ant/Java build was r7166
Developers requiring the Java/Ant packages should checkout the branch from:

1) Re-fine and fully test the mechanism of getting over the long command line limitation
2) Change the -s option from "SpawnMode" to be "SilentMode"
3) Change the prototype of PeiCoreEntryPoint in AutoGen-ed code
4) Remove CalcDeps module since it's no longer needed.
5) Remove "-k", "-g" and "-l" switches from build
6) Remove MULTIPLE_THREAD in target.template. Use MAX_CONCURRENT_THREAD_NUMBER to get the functionality.
