croatian: fix some syntax errors and normalize

fix some misplaced quotes, missing empty lines between entries and a
line where msgid was used twice back to back (instead of msgid +
msgstr).

Then a `make do_update` call was run to normalize sorting and the
like.

fixup merging unique Georgian catalog

We got the Georgian translation submitted for each of our UI parts
separately in four PO files (PVE, PBS, PMG and widget-toolkit), and
when merging that I had to firs make them unique (as msgmerge cannot
cope with duplicates in any way and dies), but there I did made the
mistake to use the `--unique` option when executing `msguniq`, which
does not merges duplicates, but drops them.

This lead to loss of information that I now fixed up by redoing the
`msguniq` without the -u flag before normalizing them again via `make
do_update`.

unify PO file license and copyright header

Add a SPDX header with the correct license to every file and use
year-less copyright, which is covered by the Berne Convention [0] and
other projects use this simpler approach nowadays too, e.g. curl [1].

For the contributors use a more general statement, as it's hard to
get a 100% complete list for each file, and that should be fine
w.r.t. CLA signed too. If somebody complains we can still check on
this more closely and maybe play Sherlock, but lets hope we can
invest our time better - for a more complete view see the git log.
