Please welcome a completed and reworked French translation for Proxmox
applications.

This translation takes care of:
- using the appropriate French words instead of Frenglish
- respecting the French orthotypographic rules:
  - no CamelCase for titles
  - use of guillemets (« ») instead of double right quotes
  - use true apostrophe (’) and hyphen (‐) instead of single right
    quote (') and dash (-)
  - use non-breaking space before colon (:) and closing guillemet
    (»), and after opening guillemet («)
  - use thin space before semi-colon (;), question and exclamation
    marks
- try to be gender neutral when a translation could depend on the
  gender (eg, “en cours d’exécution” for “running”, instead of
  “démarré” which could be “démarrée” depending of what is running
  [CT/VM])

Moreover, it fixes a lot of typos and misinterpretations.

buildsys: add intermediate target for doing the update and rework ordering

calling do_update allows one to refresh the .po files without pulling
in new submodule updates, that is useful when external contributors
send in a translations update by sending the whole .po file via mail,
with a possible older git commit as base. This way one can refresh
line numbers and new messages while keeping the updated state they
send.

Doing the order via explicit `$(MAKE) target` invocations seems
simpler and less error prone too.

po2js: fallback to dev-build and date for version

we refer to this command in the docs but the -v option is relatively
new and we do not mention it. While it still work without setting
that option it produces a ugly and potentially confusing warning.

Just fallback to "dev-build <local datetime>" in that case.
